I rescripted the entire game and added some stuff, bare with me if you find a bug, although I don't think there are many if any.
To create a Docks:
You need a nearby building, just like normal, but you need to place the Docks on the outer edge of the Sand. You can use a Construction Tank and turn it into a building to make a Docks near the beach, or just make a bunch of Houses towards the sand.
There are only 2 naval maps, but they repeat twice, so they spread out nicely.
